Director of Operations/Interim Executive Director
Alicia Corrado received her bachelor's degree in criminal justice from Upper Iowa University and earned an MBA in Accounting from Phoenix University in 2010. She joined North Star Initiative in December of 2017 as a Restoration Coach, and accepted a full-time position as Director of Operations in November of 2018.
Alicia became passionate about restoring sex-trafficking survivors after learning that a significant number of women return to the streets after being rescued. She realized she could use her education and experience to help reduce recidivism rates by providing stability and security for survivors during their healing journey; her role includes coordinating the many valuable services needed to help residents at The Harbor achieve their personal and career goals.
Director of Programming
Deb Bard began her career at Lancaster's YWCA Sexual Assault and Counseling Center, where she worked with survivors of sexual assault/abuse for six years. Realizing that a large number of survivors were also battling substance abuse, she moved into the Drug and Alcohol treatment field where she has been for 26 years.

Deb's knowledge and experience in the field have equipped her to offer programming at The Harbor that is both relevant and applicable to everyday life.
Director of Development
Born and raised in Lancaster County, Janelle Esbenshade carries a passion for the Lord and a heart for survivors to experience healing and freedom as they walk out their God-given destiny. She has helped disciple and mentor women and young adults in various capacities, including Cleansing Stream Ministries at her church. One of Janelle's greatest roles over the past 20 years has been the privilege of being a stay-at-home mom for her children. During this time, God used many circumstances to prepare her for the passion He was placing on her heart. Janelle began with NSI as a Restoration Coach and shares her experiences with audiences through trafficking-awareness events, outreach activities, and community and partner relationships.
Education and Behavioral Support Specialist
Paula Montijo began supporting trafficking survivors through Women At Risk International. At The Harbor, she assists residents in identifying and achieving their educational goals. Paula is a certified school psychologist who homeschools her own children and teaches at Lancaster County homeschool cooperatives; she also served on the adjunct faculty at Harrisburg Area Community College in the psychology department.
Paula has a calling to see God glorified in the education of each individual, so each one may walk in fellowship with Him and be the person he or she was created to be.
Restoration Coaching Staff
Because The Harbor is a 24x7 residential facility, Restoration Coaches are always on-site and available for survivors. Coaches are trauma-informed and are responsible for resident safety and supervision; they also play a critical role in managing residents' daily programmatic schedules and activities. Many of our coaches hold degrees in social work, psychology, or early education, and all bring their own life experiences to help guide and mentor survivors during their restoration journey.
